Creating and Uploading a Submission
This article will walk you through the process of submitting a digital submission directly on Euna Procurement.

Accessing the Opportunity
Log into your Euna Supplier account to access the opportunity and begin preparing your submission.
Click on View Opportunity for the project you are looking to bid on.
Public projects will appear under Open Public Opportunities. If you received a direct email invitation from an organization, those opportunities would appear under My Opportunities.
NOTE: Invite-only projects are only valid for the email that received the invitation. Private projects can be accessed via the private encrypted link or under My Opportunities if you are directly invited.
Navigating the Opportunity
Now that you have access to the opportunity, review the Project Details to get the full scope of the project. The Project Details outlines important information such as deadlines, downloadable documents, and mandatory information needed to complete your submission.
Project Details & Important Events
Under Project Details you’ll be able to view key project information and important dates. These include:
- Project Name
- Project Reference Number
- Department (if applicable)
- Type
- Status (Open, Evaluating, Awarded, Complete, Cancelled)
- Project Open Date
- Questions Due Date (if applicable)
- Project Close Date
- Days Left
- Custom Project Fields (if applicable)
- Project Description
Deadlines and additional events (if applicable) will also fall under Important Events:
Supporting Documentation and the Bid Document
Downloadable documents provided by the Buyer are available under Supporting Documentation. This section includes pertinent information for the corresponding opportunity, such as specifications, appendices, addenda, and the Bid Document. To download any documents, simply click on Download in the far-right column, or click Download All Files to download all available documents at once.
The Bid Document, usually shown at the top, and with both View and Download buttons, represents what buyers require you to provide for your submission.
Click Download for a PDF copy of the Bid Document, then click View to preview the solicitation and your submission experience.
Messages
The Messages section includes communication tools that allow Buyers and Vendors to communicate directly in Euna Procurement. The Public Notices tab acts as a bulletin board where Buyers can issue changes or new information about the project. If there are numerous public notices, you can use the Search bar to search for keywords and filter down your results.
If the project has enabled the Vendor Discussions or Public Q&A features, this is where you can directly message the Project Owner up until the Questions Due Date. You can begin a new conversation by clicking the Start a new Vendor Discussions button. If you would like more detailed instructions, check out our article: How do I contact the Project Owner?
Uploading your Submission with Submission Builder
Once you are ready to start uploading your Submission Package, navigate to the project’s Opportunity page, then scroll down to the bottom of the page to view the Submission section. You can choose to Preview Submission to see what all the requirements are, or Prepare Your Submission to start uploading!
Clicking Prepare Your Submission will launch the Submission Builder, which guides you through the submission and upload process.
Below, you’ll see a visual overview of Submission Builder. On the left, you’ll see each part (all Sections and Groups) of the Submission. Click on a Section to navigate to it, or simply start with the first Section. Documents associated with a Section are attached (ie. Attachments (Documentation) shown below) to that Section.
Note that any Required slots are marked with a red asterisk and have a * Required label.
To upload files to an upload slot, first identify what type and quantity of files are permitted. In the below example, the Technical Proposal is Required (indicated by the red asterisk), accepts PDF files only, and accepts multiple files.
Drag and drop your Submission file in, or click browse files to select your file. If you’ve uploaded a file in error, delete it from your Submission by clicking the Trash icon.
Once you’ve uploaded your documents/files and are ready to proceed, click Continue to move to the next Section. Completed Sections are marked with a green checkbox.
Working with Questionnaires
Questionnaires in Submission Builder can be downloaded by clicking the Download button. Once the file is ready to be uploaded, you can drag and drop the file into the Questionnaire’s upload slot, or click browse files to select your file. Completed and uploaded Questionnaire files will display under the upload slot. If you uploaded a Questionnaire in error, you can delete it by clicking the Trash icon.

Working with BidTables
Excel-based BidTables can be accessed in the same way as Questionnaires. Download the BidTable template by clicking the Download button, and when completed, upload the BidTable template file by dragging and dropping the file into the upload Slot, or by clicking browse files and selecting your file. Completing Your Submission
Once you have uploaded or completed all required slots, you’ll be able to proceed to Review. If you are ready to complete your Submission, check the box by I understand that I can’t change any of the submission details or documents once the project closes, then click Submit & Finalize My Application.
Once you’ve clicked Submit & Finalize My Application, the page will refresh to show your Submission confirmation. You can choose to Resend Email if you want another copy of your emailed Submission Receipt, start an alternate submission (if available), or Download Submission for a copy of your Submission Package.
Revising Your Submission
NOTE: Submissions can only be revised prior to the project’s deadline. Once the project has closed, no changes can be made to your submission.
If changes are made to the project prior to the project’s close date, or if you’ve identified that you want to make changes to your submission files prior to the project’s close date, you can revise your submission to include new or edited data or documents. If you’d just completed your Submission, you can click the Unsubmit Application button to undo your Submission, and proceed with additional changes. Once completed, you can resubmit your Submission.
If you have navigated away from your Submission and want to return to it to make changes, start by navigating back to the portal where you created your submission. Log in, click Submissions (located by Portal towards the top left), then Completed. This will display a list of all submissions you have completed on this portal. Identify the submission you’d like to revise, then click the View button at the end of the row. This will bring up a preview of your Submission in Submission Builder.
Click Unsubmit Application to return your Submission to an editable state.
NOTE: You must complete any edits prior to the project’s Close date and time. Submissions which have not been finalized at the time of the project close will not be accepted.
Once you have completed making your edits, click Submit & Finalize My Application to resubmit your Submission.
