A Project Owner must initiate the process for registering as an Advisor or Observer, and it occurs on an invite-only basis.
Once the Project Owner invites you to the Project, you receive an email similar to the email below that invites you to Accept the Invitation to review. In this case, the Project Owner made the user an Advisor to the Project:

If you have not received an email, get in touch with the Project Owner, as they are the only one with the authorization to send the invite.
If you are a first-time Euna Procurement user, you land on a registration page similar to the one below.
For anyone who already has a registered account, hitting the Accept the Invitation button directs you to a login page instead of the registration page.
Once you complete the registration form, you land on a Registration Confirmation page. You need to click Send Account Confirmation Email.

For security purposes, the Confirm Account button on the email you receive (visible below) expires after 12 hours. If you are not able to click the link in the email within 12 hours, you need to trigger a new confirmation email.
After you hit Confirm Account, you move automatically to the Project you were invited to.
