You do not need a pre-existing login to upload submissions, but you do need to have a login. You can create a login at any time by clicking Register, located at the top right corner of the Public Portal.
When the Register window pops up, fill out your information:
You will then receive a Confirmation email to your inbox with further registration instructions. Just follow the prompts to complete your Registration!
